Alcoa Aluminum Plant Dike Project Update

Project Overview

The Alcoa Dike Project “Project” is a United States Army Corps of Engineers (USACE) project in partnership with Orange County, located in the City of Corona, and the purpose of the Project is designed to protect adjacent businesses along Rincon Street from a 190-year flooding event.  This phase of the Project consists of constructing 3 earthen embankment sections, which together will constitute the overall Alcoa Dike.  The dike will be approximately 30 feet tall at its highest point relative to the existing grade and 5,500 feet long. A majority of the material to construct the dikes is at a borrow site approximately 2 miles awayConstruction started in late December 2018 and is anticipated to be completed by Spring of 2020.

Scope not included in this project/ phase

This phase of the Project does not include elimination of any baseball fields in Butterfield Park, reconstruction of Butterfield Drive, reconstruction of Rincon Street or construction of a wall across Auburndale Street.  The portion of the Alcoa Dike Project that will affect these city facilities is not anticipated until after this phase of work is complete in 2020. 

Project Status

Contractor is in the process of mobilizing and is scheduled to begin clearing and grubbing and sound wall construction in early January 2019.

What you can Expect

Clearing and grubbing and the sound wall construction should have minimal impact on traffic and the public. 

Between March – December of 2019, during the heavy construction work and hauling period, expect flagging on Rincon Street (west of North Smith Avenue) for short temporary stops in both directions, Monday through Thursday between 7 am and 5 pm. Auburndale Street will also be closed Monday through Thursday between 7 am and 5 pm
