Public transportation is a vital community service. During 2022, the City of Corona led an ambitious effort to reshape and improve the effectiveness of the Corona Cruiser Fixed Route and Dial-A-Ride services.

The Comprehensive Operational Analysis (COA) studied how riders currently use the Corona Cruiser Fixed Route and Dial-A-Ride services and the destinations where residents, employees, and visitors want to travel. The COA is conducted to identify strategies to improve ridership, customer experience, cost-effectiveness, service reliability, and quality.  Ultimately, the goal of the COA is to design a transportation system that is easy, accessible, useful—and excellent.

Why Now?

The last decade has brought about major changes in transportation technology, through application-based transportation options like Lyft and Uber, as well as the shift in daily travel patterns that have been accelerated due to the COVID-19 pandemic. Today more people work remotely or on hybrid in-person schedules, yet Corona still experiences high traffic congestion relative to its size, which is a constant frustration for anyone moving around the city. These ongoing changes and trends were addressed in the COA as the City plans for the next generation of mobility solutions that truly meet the needs of residents and improve the quality of life for everyone in the community.

Community Outreach

Community input is a cornerstone of this COA effort.  Robust public outreach efforts were undertaken before and after the development of the service alternatives.  As a member of the Corona community, public feedback and ideas were critical to the success of the analysis which helped develop the final service plan.

The plan discusses existing transit conditions and the process to identify service recommendations for future expansion.  Service recommendations were developed using the following four primary goals:

1) Coverage:  Expand access to more destinations while maintaining and improving coverage for existing riders.
2) Reliability:  Improve service reliability through updated schedules and streamlined fixed routes.
3) Productivity:  Increase ridership through service enhancements such as piloting a new microtransit service.
4) Cost:  Provide sustainable services within projected budget enhancement.

Next Steps

The next steps include various activities leading to the implementation of the adopted service changes.  These activities include but are not limited to:

1) Bringing on board a transit planner/project manager to assist staff with project scoping, and phasing of activities, including capital projects such as bus stop improvements, fleet purchases, IT upgrades, etc.
2) Development of schedules for the proposed routes.
3) Conducting stop audit to determine the best location and improvements needed at each location.
4) Identification of other capital elements to support the new network.
5) Bus Stop Implementation.
6) Development of microtransit metrics and procurement of software.
7) Train staff.
8) Redesign public information
