Successor Agency to the Redevelopment Agency

The Redevelopment Agency of the City of Corona was established in 1966 to revitalize communities, eliminate blight, maintain and create affordable housing and fuel economic growth through projects and programs with public and private investment.

On June 29, 2011, Governor Brown signed Assembly Bill 1X 26 (AB 1X 26) eliminating redevelopment agencies throughout the State and Assembly Bill 1X 27. AB 1X 27 allowed for a Voluntary Alternative Redevelopment Program by which Agencies could avoid elimination by agreeing to voluntary payments to the State. On July 18, 2011, the California Redevelopment Association and the League of California Cities filed a lawsuit against the State of California in response to the passage of AB 1X 26 and 27.

On December 29, 2011, the Supreme Court upheld the major provisions of AB 1X 26 and invalidated AB 1X 27 in its entirety. The effect of the ruling is that redevelopment agencies throughout the State have been abolished as of February 1, 2012. Pursuant to Resolution #2012-04 adopted on January 11, 2012, the City of Corona became the Successor Agency to the Redevelopment Agency of the City of Corona and its members are comprised of the Corona City Council.

The Successor Agency will complete the wind down activities of the former Redevelopment Agency with the Oversight Board overseeing these activities. The Countywide Oversight Board for the County of Riverside was created pursuant to the California Health and Safety Code Section 34179 (j) [Code]. Pursuant to the Code, the County Auditor-Controller selected the County Executive Office to staff the Countywide Oversight Board for the County of Riverside. The Memorandum of Understanding and Resolution delegating the staffing obligations to the County Executive Office was approved by the County of Riverside Board of Supervisors on February 27, 2018 pursuant to Minute Order No. 3.11.
