Fire Hazard Severity Zones (FHSZ) Maps

The Office of the State Fire Marshal (OSFM) is rolling out updated 2025 Fire Hazard Severity Zone (FHSZ) maps for Local Responsibility Area’s (LRA) across the state. The establishment of LRA Fire Hazard Severity Zones (FHSZ) was a result of the 1991 Oakland Hills Fire. The map was revised in 2007 and again in 2024, with its release on March 24, 2025 in accordance with Government Code 51178. In the new proposed version the LRA is broken down into three categories: Moderate, High, and Very High. This map is based on new science, ember spread and local climate data. The modeling looks at the probability of an area burning and expected fire behavior under extreme fuel and weather conditions to identify the “Hazard” level in each geographical area.
FHSZ Map Changes
Under State Law, Government Code Section 51179 (b)(3), a local agency, (Corona Fire Department) SHALL NOT decrease the level of the LRA FHSZ recommended by the OSFM.
A local agency (Corona Fire Department) can make additions to or increase the level of the LRA FHSZ recommended by the OSFM. Corona Fire Department is not proposing any additions or increases in the LRA FHSZ during this adoption process.
For reference, we have provided a link to the currently adopted FHSZ map. Residents seeking to obtain a building permit between now and the adoption of the new map in July 2025 must demonstrate compliance with the 2022 California Building Code, Chapter 7A, for structures located within the Very High Fire Hazard Severity Zone. Following the adoption of the new FHSZ map, applicants will be required to meet the same compliance standards for structures located in both the Very High and High Fire Hazard Severity Zones.

2025 LRA FHSZ Maps Town Hall and Adoption Hearings
The City of Corona is required by state law to adopt by ordinance, the OSFM recommended LRA FHSZ maps within 120 days of release by the OSFM. The town hall and public hearings for the adoption ordinance have been scheduled as follows:
May 14, 2025, 6:00 pm – Town hall to be held at Corona Fire Department Headquarters, short presentation followed by questions and answers. 735 Public Safety Way, Second Floor. RSVP HERE!
May 21, 2025, 6:00 pm – First public hearing before the City Council 400 S. Vicentia Ave, Council Chambers.
June 4, 2025. 6:00 pm – Second public hearing for adoption of the maps before the City Council. 400 S. Vicentia Ave, Council Chambers.
