About Planning and Development
The Planning & Development Department is made up of four distinct divisions; Planning, Building, Code Compliance and Development Services, with each having a vital role in the Planning and Development Department's mission to protect and enhance the physical environment of the City and to provide for the highest possible quality of life for the residents of the City of Corona.

Q. Does the City of Corona allow commercial cannabis businesses?
A. In November 2016 California voters passed Proposition 64, known as the Control, Regulate and Tax Adult Use of Marijuana Act (AUMA). The law provided the state of California a framework for issuing commercial cannabis licenses by January 1, 2018. It also clarified that cities and counties could prohibit cannabis businesses; or establish regulations that are more restrictive than state law.
In February 2018, in response to Proposition 64, the City Council of Corona considered lifting an existing prohibition on cannabis businesses. The Council chose to take a “wait and see” approach. In April 2019 the Council reconsidered, and directed staff to research and develop regulations for the issuance of commercial cannabis permits within the City.
In October 2020 the Corona City Council adopted Ordinance 3321, creating regulations for the issuance of Commercial Cannabis Permits (CCP). The Council also adopted Resolution 2020-126 as a guide for the creation and review of Commercial Cannabis Permits (CCP) applications.

Q. How do I report a code violation?
A. There are several ways to report a code violation:
- Website - To report a Code Compliance violation (unmaintained landscaping, green pools, inoperative vehicles on private property, etc.) from this website, please complete the Report a Code Violation form, and click the "submit" button. Follow the on-screen instructions and your request will be e-mailed to the Code Compliance staff.
- Telephone - To report a violation by phone, please call 951-739-4970. Please have the violation address ready.
- Fax - To report a violation via fax, please complete the Report a Code Violation form, print and fax to 951-736-2428.
- To report a violation to the Building Division (garage conversions, construction done without permits, etc.), click here. Click the "submit" button, follow the on-screen instructions and your request will be e-mailed to the Building Division staff or call 951-736-2250.
Q. How long can I leave my trash cans at the curb?
A. Containers can be placed no sooner than 24 hours prior to collection and must be removed within 24 hours after collection. In addition, containers must be stored behind the front elevation of the home during non-trash days. For further information, please see Municipal Code 8.32.030(H).
Q. I'm building a pool, what do I need to get my permit?
A. To get your pool permit, come to City Hall to the Public Service Counter. Here you'll need to speak with the Planning, Building, and Public Works Departments. Please bring three (3) site plans with you . Planning will help you obtain your Tract Map/Parcel Map Number and Lot/Parcel Number. Public Works will then check for any existing easements on your property which may be impacted by construction. Once Public Works approves your site plan (regarding easement non-interference), the Building Department will handle the rest of the permit process.
Q. Who do I call to report a green pool?
A. Green Pools are especially troublesome and should be reported immediately by calling the Code Compliance Division at (951) 739-4970 or click here to report a violation online.
Q. Who do I call to report an abandoned vehicle on the street?
A. Vehicles may be parked on the street for a period not to exceed 72 hours. If you suspect a vehicle is abandoned, it may be reported to the Corona Police Department at (951) 736-2330, option 5.
Q. Who do I call to report vehicles abandoned on private property?
A. Vehicles parked in driveways and in public view must be operable and currently registered. If the vehicle is not operable and/or registered, it must be parked in the garage or behind a solid 6-foot fence. Inoperable vehicles may be reported by contacting the Code Compliance Division at (951) 739-4970 or report a violation online.
